Hepatitis C Specialist/Incharge Hep C Provincial Planning, Development & Monitoring Unit (PDMU) Chemonics International Inc. – Punjab


Objective of the Consultancy

Ministry of National Healh Services Regulations & Coordination is going to launch Prime Minister Program for Hepatitits C Elimination nationwide in collaboration with all provincial and regional governments from fiscal year 2020-21. The success of the program is dependant on the meticulous planning and a robust coordination mechanism between the public/private sector stakeholders. The MoNHSR&C has planned to establish National/Provincial Planning, Development and Monitoring Units for Hep C with the technical and financial support of USAID funded GHSC PSM project. These PDMUs will work closely with provincial Hepatitis Control Programs/Departments of Health and act as nerve centers for all Hep C related activities. These PDMUs will help provinces to achieve their targets in time and will be provided with skilled human resource. Hep C specialist will be the incharge of operations/program activities of their respective PDMU and will work in close coordination with the MoNHSRC/provincial departments of Health for strategic planning to achieve Hep C elimination goal.

Principal Duties and Responsibilities

The consultant will be responsible to perform the following principal duties and responsibilities:

  • Coordinate with PDMU at MoNHSR&C for strategic guidance to carry out Hep C prevention, screening, diagnostic and treatment activities in the province;
  • Coordinate and provide technical assistance to Provincial Hepatitis Control Program to achieve provincial targets in line with the PC-I targets of Prime Minster Program for Elimination of Hep C;
  • Coordinate with all relevant public/private sector stakeholders and development partners to ensure a coordinated response on Hep C prevention and control services in the province;
  • Provide technical assistance to federal PDMU/MoNHSR&C and respective provincial Hepatitis Control Program to develop training manuals, screening, diagnostic and treatment protocols and other Information Education and Communication (IEC) materials for multiple audiances;
  • Train the program staff on the developed program protocols, guidelines and tools;
  • Ensure timely reporting of Hep C screening, diagnostic and treatment related KPIs in National Hep C Management Information System/National dashboard;
  • Provide technical assistance and supervision to program and office staff to achieve their deliverables efficiently;
  • Ensure effective monitoring & evaluation of program’s performance through on-site visits, desk review and periodic meetings;
  • Prepare technical, general and media briefs regularly to disseminate appropriate information to stakeholders, community, media and other entities;
  • Ensure quarterly and yearly reporting of the projects and of the Unit in accordance with the prescribed reporting format;
  • Ensure presence at regular TWG, TAG, and other related forums.

Required Skills and Qualifications

The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Medical Graduate (MBBS)/Masters in Public Health/Masters degree in Epidemiology/Health Administration or equailent;
  • Minimum of eight (8) years of experience at administrative positon/program management in public/private sector health-related program/project
  • Working experience of viral Hepatitis programs will be preferred
  • Demonstrated skills in writing quality reports inclusive of advanced analysis and data presentation
  • Excellent interpersonal and communications skills
  • Fluency in written/spoken English required


  • Coordination and technical assistance to federal PDMU/MoNHSR&C and Provincial Hepatitis Control Program/DoH
  • Timely achievement of provincial screening, diagnostic & treatment targets of Hep C PC-I in coordination with provincial programs
  • Regular reporting of KPIs
  • Ensure smooth operations of Hepatitis C PDMU
  • Prepartion/presentation of policy/program briefs
  • Attend periodic meetings

Period of Performance and LOE

The expected duration of the assignment is nine (9) months with a total LOE (Level of Effort) of 180 days, distributed as maximum 20 working days per month.


The consultant will report directly to the Director General Health Services of their respective province, Incharge Hep C-PDMU at MoNHSR&C and Country Director USAID GHSC PSM project
