Ashghal’s Vision for 2018 to 2022 is “Excellence in delivering and managing efficient and sustainable infrastructure”. The Roads Operations and Maintenance Department (ROMD) is operating and maintaining a significant and growing road network. Road assets have increased significantly in recent years as the infrastructure development programme is implemented to improve service levels to customers and prepare for the FIFA World Cup to be held in Qatar in 2022.
The purpose of the risk management function is to support proactive risk identification and mitigation activities for ROMD, to ensure that risk is being appropriately controlled and managed and that service levels provided to customers are in line with Ashghal Strategic Objectives and Ashghal policy. Operability and security of ROMD assets is of increasing concern, particularly with Qatar’s increasing role in hosting major regional and international events, including the FIFA World Cup Qatar 2022TM. Routine review of Ashghal Roads assets is important to understand which are deemed critical. For critical assets, a vulnerability assessment and review of operability and security measures is important to guide investment and operational decisions to protect critical assets and ensure continuity of service.

Description
- Work with the Ashghal Technical Office to align Ashghal’s emergency response approach with the National Command Centre and other key agencies/ stakeholders, particularly in relation to clarifying agency roles and command structures
- Draft the Risk/ Contingency/ Emergency Key Documents for ROMD, working closely with the Ashghal Risk Engineer:
oROMD Risk and Contingency Plan
oROMD Incident and Emergency Management Plan
oROMD Severe Weather Plan
oROMD Network Contingency Plan
oROMD Tunnels Emergency Plan
- Train key staff on implementation of the Plans
- Create an accountability framework to track embedment and implementation of the Plans
- Develop and agree a criticality approach for ROMD assets, identify vulnerable assets using this framework and recommend additional security mitigations to reduce vulnerability and protect critical assets
- Prepare a Work Order to resolve security gaps based on an assessment of existing security controls against the agreed security controls framework for each critical facility/ asset

Qualifications:
Person Specification
- Degree qualified, preferably from a university in Australia, New Zealand, North America, UK, Western Europe or similar
- Membership and preferably chartered status with a recognized and relevant professional institution (engineering or other relevant discipline)
- Knowledge of key risk management and business continuity standards, approaches, models and frameworks
- More than 10 years post-graduate experience, preferably within a utility sector organisation with more than 5 years in a similar risk management position
- Demonstrated ability to facilitate team discussion and work collaboratively in cross-functional teams
- Ability to simplify concepts for clear and concise presentation of solutions through written reports, presentations and plans
- Proficient in the use of Microsoft suite of applications (Excel, Word and Powerpoint)
- Experience of working within the Middle East region (preferable)
- Arabic speaking (preferable)
